Kashmir: Ashoke Pandit writes an open letter to Rajnath Singh

Ashoke Pandit does not need any introduction, as one of the primary spokesman on the Kashmir situation he is well-known in India. This is his take on the issues in Kashmir and it is his intellectual property. No part of this open letter on the Kashmir issue has been edited or altered:
Dear Rajnathji,

Sir, with due respect would like to place a few facts in front of you and the nation before the all party delegation reaches Kashmir in the name of resolution of a conflict.

First of all, let us not call this unrest a conflict. It Is a clear case of “stone pelters” declaring a war against the Indian state. It almost seems that the politicians visiting Kashmir are blindfolded with plugged ears. They are neither ready to hear or see the truth… So, I thought if not the delegation ; atleast people of this country have a right to know the truth.

Open support of management of J&K Bank to separatists in Kashmir valley.

There is an element of truth in the statement of Majority of open support of management of J&K Bank to separatists in Kashmir valley.

There is an element of truth in the statement of Majority of politicians and political commentrators that present turmoil in the valley is entirely different from what was witnessed in the year 2008 and 2010.

There is unprecedented support to the terrorist violence. It has been openly displayed by blocking the arrest of terrorists and participating in funeral processions of slain terrorists.
State government employees have effectively participated in the strife by remaining absent for duties for last two months. State government has ensured to disburse monthly salary to its absent employees.

State Police, which over a period of time had acquired willingness and ability to take effective counter intelligence measures, seems to have meekly surrendered to diktats of terrorists. In districts of South Kashmir, a large number of police posts have been surrendered. The police force has been advised to exercise utmost restraint, their acts of resistance for ensuring law and order in the valley have come under sharp attack by the state government. There are unwritten directions for the state police to remain in a state of inaction. Mr. Sahai, Head of Intelligence Wing of the State Police, who had achieved phenomenal success in establishing an effective network, has been marginalised and sidelined after he openly suggested taking of desired action against both underground and overground separatists.

Two month long curfew cannot be managed in absence of financial support and circulation of currency. Hawala money payments and money received through fictitious exports and over invoicing have to be made to terrorists and stone pelters. Functioning of commercial banks has been adversely affected. But for ensuring financial support to terrorists, state government under the leadership of Ms Mehbooba Mufti has worked out to be a novel method of keeping the much needed money supply in motion. J&K Bank is keeping its branch network open in Kashmir valley, as per the calender charted out by separatists, from 6 a.m. to 9 a.m. This practice strictly prohibited by RBI has been facilitated by the present chairman of the J&K Bank, after he was assured by Mufti government that no action against his acts of large scale financial bungling in the bank would be taken against him and that he would be suitably rewarded by granting him extension for two years well before his term expires in October, 2016.

Yes, it is a new phenomenon as every organ of the state is directly and indirectly participating in the strife for achieving the objectives framed by Pakistan and it’s highly vibrant intelligence agency. It is thus no wonder that there is no end to the violence and chaos. It is going to be a long affair with dangerous consequences.
